The Cairn terrier is named in Annexe 1 under "luxation de la rotule", which triggers Article 5 §1: a dog destined for reproduction must be presented to a vet who screens for symptomatic or asymptomatic carriage of the hereditary condition its breed is listed against. No pass/fail grading matrix is set out.

Your choice — No approved veterinarian list or reading panel for patella luxation exists anywhere in Belgium. The national body publishes a grading commission for hip, elbow and shoulder dysplasia only. The examination is certified by the treating vet and submitted to nobody.

Breeding conditions

Article 5 §8 requires a fiche de dépistage for each parent, kept as long as the animal is used for breeding and until two years after it leaves the establishment.
Articles 2 and 9 in force from 1 June 2024; the remainder from 1 January 2026.
No dog breed appears in Annexe 4, the reproduction-prohibited list - that annexe is cats only. The arrêté sets no breeding age or litter-frequency limits.

Read this first

DO NOT CONFUSE WITH THE ANNULLED DECREE. On 10 December 2024 the Conseil d'État retroactively annulled a NOVEMBER 2022 Walloon decree on agrément conditions for animal establishments, which is why the Walloon welfare portal says the 2007 royal decree applies again and why the two-breed limit and old age/frequency limits are gone. That is a different instrument from the 25 April 2024 arrêté on reproduction, which stands. Reading the portal page alone gives the wrong answer.
Both Belgian regions require a patella assessment for this breed, by entirely different legal routes: Flanders by palpation under a fokprogramma with mating matrices, Wallonia by veterinary dépistage under an animal-welfare arrêté with a record-keeping duty.
